GENERAL MEMBERSHIP MEETING, October 15, 2003

President D. Pendino called the meeting to order at 4:02P.M.

Motion made by A. Flicker to approve the September General Membership Meeting minutes – sec. by C. Muhammad – Motion passed.

Officer’s Reports:

President’s Report: D. Pendino gave the following report:
1. School Board election – members who are residents in the district are encouraged to vote for pro public education candidates. The LMEA is currently not recommending individual candidates. A candidate debate is scheduled for October 28 at 8pm at Penn Wynne ES. C. Whitting has posters for Democratic Party to post. Anyone interested in these posters should contact him.
2. Alfie Kohn will speak at Central Bucks West HS from 7:30 to 9:30pm on November 6th. Call 1-800-492-2727 by November 1 to reserve a seat. Fliers with more information should be posted in buildings.
3. AESOP grievance continues – our position is that AESOP violates the contract in that it changes the way we report our absences/returns. A concern is that some classrooms will not have a sub. Members are encouraged to provide feedback about AESOP – send to A. Flicker at flickea@lmsd.org.
4. In recent local strikes health insurance was a major issue. The LMEA is requesting to reconvene our Management Labor Committee which will examine insurance costs/programs. No response yet from District.

VP Professional: A. Flicker reported the New Staff social to be held October 20 at Yang Ming.

VP Support: V. Fedeli reminded that support delegates to the PSEA House are responsible to attend the two PSEA Houses in December and May as well as the Mideast ESP Division House on March 20, 2004 and the ESP House of Delegates in April 2004. Officers for the region will be elected and a time management workshop will be offered at the Mideast ESP House. Officers for the state will be elected at the ESP House in April. Attendance is important at these House meetings.

Treasurer: D. Mandarino made a motion to approve the treasurer’s report. Approved. Interest income from some investments is disbursed every 3 months. D. Mandarino made a motion to send a $100 contribution to the West Chester EA and the Hatboro-Horsham EA. – Motion passed.

Committee Reports:

Constitution: NP

Elections: E. Brophy conducted House of Delegates elections later in the meeting.

IPD: NR

CNC: D. Pendino stated that reviewing of the contract is ongoing. S. McCarter added that healthcare is the major issue in current strikes outside education – we should support these workers.

FAC: D. Pendino stated our search for a new building has ended. For now we are ok at BHES.

Health & Safety: A. Flicker reported they will have a meeting on 10/21 –If a Health and Safety concern arises please try to rectify it through the building first. Bring it to the committee if the problem continues.

Legislative: G. Rosazza reminded about getting on the email list to get important legislative updates. Email him at rosazzg@lmsd.org to get on the list.

PACE: D. Pendino reported PACE deduction forms will be coming to mailboxes soon. All members are encouraged to participate.

PR&R: V. Fedeli acknowledged the AESOP grievance. “Blue Folder” grievance is also ongoing. Administration has not responded to request to form task force on this matter.

Sunshine: Let D. Williams know of any ill members.

Membership: D. Pendino reported our Association has grown to over 1300 members.

Special Ed Task Force: NR

E. Brophy conducted elections for HOD. Nominations were taken from the floor. We are able to take 10 professional and 8 support members to the House of Delegates.

New business - S. McCarter added that currently there is no contract agreement between PSEA and the Staff Organization. The Staff Organization must either vote on the PSEA’s final best offer or go to arbitration. A strike, a lockout, or significant program cuts are 3 possible consequences. Support for the Staff Organization is weaker in other parts of PA than it is here. Members of the Staff Organization provide valuable assistance to locals when advice or bargaining strategy is needed.

Professional delegates are: D. Pendino, M. Stettner, E. Brophy, A. Flicker, A. Pass,P. Peterson, J. Gaines, T. Montgomery, J. Grace, and S. McCarter. 1st Alternate is B. Young, 2nd Alternate is M. Kelly.

Support delegates are: D. Mandarino, L. McDevitt, V. Fedeli, C. Whitting, L. DiSantis, D. Williams, C. Rowland, and J. Newson. 1st Alternate is R. Lavin, 2nd Alternate is S. Angel. V. Fedeli made a motion to adjourn, seconded by G. Rosazza. The meeting was adjourned at 4:51 P.M.
