EXECUTIVE COUNCIL MEETING, June 13, 2005

President D. Pendino called the meeting to order at 4:05PM.
Motion made to approve the April Executive Council minutes – second by A. Flicker. - Approved.

Officer’s Reports:
President’s Report: D. Pendino gave the following report:

1. D. Pendino welcomed new building reps and thanked departing reps for their service. Representation at monthly Executive Council meetings is important. D. Pendino also reminded about parking and times of our meetings.
2. Mideastern Region golf outing is June 27th at Pinecrest Golf Course in Montgomeryville. Contact Chuck Herring at 215-853-2108 for information.
3. Women’s retreat/conference is August 4th and 5th at the Netherlands Inn in Strasburg. Contact Ruthann Waldie at 1-800-255-7732 for information.
4. Dispensing of medication to students – district does not want teachers/staff other than nurses to dispense medication – you may be asked to hold meds for kids. As for field trips and outdoor field events the District will look into these situations and Dom will report back. In an emergency you may dispense meds in the role of a “good Samaritan”.
5. All members are encouraged to stay for the August General Membership. Members’ rights, working conditions, etc. will be discussed.
6. Applecore items were discussed.

VP Professional: C. SantaMaria thanked B. Young for his service as CNC chairperson for the past 2 contracts.

Committee Reports:

CNC: NR but D. Pendino reminded of the important service this committee and B. Young provided.

FAC: NR

Health & Safety: A. Flicker reported they had their final meeting of the year. The District and LMEA are working together in trying to get people certified to use the auto defibrillators and other first aid.

Legislation: NR

PACE: C. SantaMaria needs to know who would like to be PACE chair next year.

PR&R: P. Dawson reported on current grievances – awaiting decision on workload grievance. Any concerns call his cell number at 610-331-8014 or email him at dawsonp@lmsd.org. New issues are likely to appear with the new contract.

Public Relations: NR

Social: A. Flicker reported that the banquet was a success – D. Pendino reported we will be forming a subcommittee to try and improve attendance at future banquets. Anyone interested in serving on this subcommittee should contact Dom.

Membership: D. Pendino reported all buildings should try to get 100% membership – if your building has any non-members try to encourage them to join.

CARE: M. Rios reported good response to May 27 inservice on diversity.

Building Reports:
Belmont Hills: NR

Gladwyne: NR

Merion: Concern about high temperatures in buildings – Board is not interested in addressing this issue – air conditioning in the schools is unlikely. Possibly take your classes to another location on the hot days. Question about the text in the teacher handbook on page 70 listing specific classroom temperature guidelines – isn’t this a health and safety issue? – it is legally not. Situation must present a clear and present danger to be considered a Health and Safety issue. These guidelines are not enforceable. Can district provide fans? - District hasn’t but Home and School has provided fans to some schools. Can building principal mandate a dress code? - There is no district dress code for teachers. Custodians may not wear shorts until the last student day. Issue will be investigated again. Another issue: If you miss a conference you must make it up on your own time.
Penn Valley: Instructional Assistants being asked to do recess duty on a last minute basis – IAs can be asked to do recess duty. IAs can do almost anything the district asks them to do – we will have job descriptions by next fall. When will new contract be distributed? – by September.

Penn Wynne: NR

Bala Cynwyd: NR

Welsh Valley: When do we start “signing” in – we don’t know. Question regarding difference between a contract position and a long term sub – the sub hired for the contract position does not have to cover that position. When a contracted employee returns they are not guaranteed the same position they had when they left – they are guaranteed employment within the district. Sabbaticals also fall under this policy. Are long-term subs put on a list for being hired? – No.
