EXECUTIVE COUNCIL MEETING, November 15, 2004
President D. Pendino called the meeting to order.
V. Fedeli made a motion to approve the October Executive Council minutes
- second by L. McDevitt– Approved.
Auditors from Brownstein and Teti gave a brief summary of the annual audit
of LMEA funds. Our funds are sound. Audits are mandated by law under Fair
Share
Officer’s Reports:
President’s Report: D. Pendino gave the following
report:
1. Building reps for Technology and Pool members – these areas will be
represented together – election of this rep will take place in May.
2. NCLB Seminar Monday November 22nd at the PSEA office in Montgomeryville.
Also PSEA Professional Education workshop Saturday November 20th at the PSEA
office.
3. LMEA Office Update – Fact sheet was sent to the membership last month.
Settlement should be by the end of November and we should be moved into the
building by the end of January. The address of the new office is 306 Parsons
Avenue in Bala Cynwyd.
4. Cell phones and email – Concern has been raised by the administration
to curb the use of non-urgent email and cell phone calls by employees at school
during instructional time.
5. Applecore items were discussed: Wednesday January 5th – Special Gen.
Membership meeting in the LMHS auditorium to inform about upcoming negotiations
and the contract proposal.
6. CNC surveys should be returned to your building rep by November 23rd. Building
reps should send the surveys to Bill Young at Harriton.
7. The next unit meeting will be at Merion on Wednesday December 8th at 3:35.
8. Members are to sign any documents they receive from Human Resources. No
document from Human Resources supercedes the contract between the LMEA and
the LMSD or law.
9. Your homeowners insurance should not be used to cover the District’s
computer that you use.
10. No response yet from Dr. Savedoff on any updates on the gift giving policy.
VP Support Professionals: V. Fedeli gave the following
report:
1. There is a new PSEA website for Support Professionals
– visit it at www.pseaesp.org.
2. Some members are still calling their supervisor or principals to schedule
absences and not calling AESOP. Members who do not use AESOP to schedule
their absences may be docked.
3. Vic wishes everyone a safe Thanksgiving holiday.

Treasurer: D. Pendino made a motion to accept the Treasurer’s
report– motion passed – Approved.
Committee Reports:
Constitution: P. Dawson reported that the mechanics in
transportation need to be included in CNC representation. Also, C. SantaMaria
added that with a new office we will need language in the constitution regarding
bids for repairs. More discussion ensued about potential expenses with the
new office.
Elections: NR

CNC: NR but D. Pendino added no early bird settlement is
likely and unlike in the past, negotiations will be formal in nature.
FAC: NR
Health & Safety: A. Flicker reported they met earlier
this month. Reminder that with bad weather coming, members are reminded
to wear proper footware.
Legislation: NR
PACE: C. SantaMaria reminded reps to distribute PACE forms
to members. PACE contributions can be made through payroll deductions.
PR&R: P. Dawson and V. Fedeli gave a brief report on
current grievances.
Public Relations: NR
Social: NR
Special Services: NR
Sunshine: D. Williams reminded to let her know of any ill
members.
Membership: D. Grumbine reminded reps to check membership
lists for any errors or changes.
CARE: J. Gaines distributed information on the FLOW program.
Settlement Task Force: R. Loue reported that they will
meet November 23rd.

Building Reports:
Belmont Hills: NR
Cynwyd: NR
Gladwyne: NR
Merion: Concern about Job Descriptions – provision
in contract – still working with District. Concern about EPER bus
duty – is this a position that can be rotated? – No, it is their
job until they quit, retire, or fired. If bus duty person is absent does
the substitute get paid? – will be investigated. Member thanked LMEA
regarding effectiveness of Beacon.
Penn Valley: Member called in a personal day to AESOP but
did not designate that is was an emergency. Member had to fill out form.
Regular personal days requests need to be submitted with at least 1 week’s
notice. If an emergency personal day was taken, HR must be notified within
3 days of your return to work. Also, does employee still pay for sub if
no sub is obtained on 4th or 5th personal day? – Yes sub pay is still
deducted. Concern regarding elementary subs taking 2 assignments in same
day. – Substitute issues will be addressed in the contract.
Penn Wynne: NR
Bala Cynwyd: Question about how the district pays benefits
if we strike. – We will be covered because of Act 88 timelines.
Welsh Valley: Concern about Powergrade and our requirements
to use it – will be investigated to see if there are any changes in
working conditions. – Dom will meet with Technology to clarify issues
and report back next month.
Harriton: Concern about building report item not noted
in October’s Executive Council minutes regarding Parson Ave. October’s
minutes approved but noted as concern.
Lower Merion: Concern about per diem subs working 40 consecutive
days then becoming long-term subs – will 1 absence thereafter reduce
the LTS back to a per diem sub? – Will be investigated. Also, if a
teacher is requested to cover a class during that teacher’s free period
(not on-call) can they refuse? – No.
B&G: PSERS question about a letter that was sent about a shortfall in
some employees’ contributions. – will be investigated.
Transportation LM: Concern about parking – has been
resolved. Question about personal day requests for the Friday after Thanksgiving
– will be investigated. Seniority lists concern – will be investigated.
Kronos question about changing punch out times – will be investigated.
