EXECUTIVE COUNCIL MEETING, September 8th, 2003

President D. Pendino called the meeting to order at 4:05 pm.

B. Kohler made motion to accept the June Executive Council minutes. Seconded by A. Thomas– motion passed.

Officer’s Reports:

President’s Report:

1. D. Pendino noted there are manuals available which describe the responsibilities of the building reps. Some of these responsibilities include; bringing concerns to Executive Council meetings, be available to act as a witness in disciplinary meetings, and to be part of the decision makers in our meetings. Additional information can be found in the LMEA By-laws and policies and practices which are posted online.
2. D. Pendino asked that reps check for any errors on their building’s membership directory. Any errors should be reported to D. DiBono.
3. Membership is approaching 1200 with new hires this year.
4. Information on the Avalon Leadership Conference was presented. The conference is held at the Golden Inn in Avalon November 7-9. Building reps are encouraged to attend. Interested reps should fill out registration forms and return to LMEA office by September 17. 5. D. Pendino made a motion that we use some of our contingency funds for capital improvements. V. Fedeli sec – motion passed.
6. D. Pendino made a motion to appoint P. Dawson and C. Rowland to be At Large Reps. Motion passed. At-large reps are members who are involved in LMEA leadership. They get a vote in Executive Council. They also are available for contacting by members with questions/concerns.
7. Calendars, folders, membership info, etc were distributed to reps.
8. The Mid-East Region Retirement Workshop will be held December 9 at Williamson’s restaurant in Willow Grove. You must register to attend. Forms are attached to the AppleCore.
9. Applecore items were discussed. All members are encouraged to read the Applecore for important news regarding upcoming events, ISDO/GSDO material, conference information, and other important updates.

VP Support: V. Fedeli gave the following report:

1. Grievance resolution regarding the A372, S195, and AV tech employees: One comp day was awarded to be used during the 2003-4 school year. The District also agrees that support staff only make up the snow days the students make up. Instructional Assistants are the only support class that make up the same amount of days as teachers.
2. More support reps are needed. Contact Vic or D. Pendino if you are interested.
3. All support members are strongly encouraged to participate in PACE donation. PACE dollars are used to help fund candidates who support public education. Dues dollars cannot be used in this way – the donation must be from the members. Contribution forms will be available soon.
4. Reminder that October 15 is our next General Membership meeting. Election of delegates to attend the PSEA House of Delegates will be conducted at this meeting.
5. General working rules to remember: know your building reps, know your contract, know that you may bring a rep to any meeting which you feel may be disciplinary.

Question raised about possible incentives to make being a building rep more desirable. What type of compensation, if any, is possible? Issue will be discussed. Send ideas to Dom.

VP Professional: A. Flicker reported on the new staff workshop which will be held Monday October 20 at 4 P.M. at Yangming. All members are welcome.

Health & Safety: A. Flicker reported that no meetings have been scheduled yet.

PR&R: P. Dawson reported on current grievances and reminded building reps to communicate issues/problems to the PR&R committee. D. Pendino added that the new AESOP syste violates the contract as it has been imposed unilaterally. PR&R will discuss the situation and take appropriate action. Many questions exist about the system. Concerns will be investigated as employees become more familiar with the system. All members should use this system.

Membership: D. Grumbine asked reps to check membership lists and alert him to any changes.

Job Descriptions: V. Fedeli met briefly with M. Yoder but nothing new.

Special Ed Task Force: D. Pendino reminded us that this is a new Ad Hoc committee.

Building Reports:

Belmont Hills: AESOP question – how can someone call in for you if you cannot call? – According to M. Yoder all teachers are responsible – will be investigated. Also, some phones not working – issue will be taken to Health & Safety.

Cynwyd: NR

Gladwyne: Another AESOP question – is there a time limit for calling? Follow contract. Question raised about professional conference application dates? – Will be investigated. Some I.A. have not been placed – will be investigated.

Merion: Concern that A372s are/were offered to work 195 days in other buildings. – Will be investigated. Concern about privacy with AESOP and use of part of SS# for passwords/pins – will be investigated.

Penn Valley: Cafeteria workers having more duties added. Workers feel that nothing is being done to remedy this. Can they get more time to complete the work? Will be investigated.

Penn Wynne: Mice concern – will be brought up at Health & Safety. Total pest control is difficult. Merion school has a book which to sign each time they see mice.

Bala Cynwyd: Homework club – Question regarding hiring for this as it is being paid at the professional rate. This should be at the EPER rate – not hourly rate. PACE forms not out yet but will be soon.

Welsh Valley: Request on clarification of policy regarding E-Boards – will be investigated. Duplication of work will not be accepted.

HH: Still another AESOP question – more concerns about calling in. Who is going to know your passwords/access codes if you can’t speak for yourself? – Again, issue will be investigated.

LM: NR

B&G: NP

Transportation LM: Question asking whether the administration/an administrator can tell someone not to come in. Aren’t the 195 days guaranteed? Yes. Will be investigated. Some handbook changes – will be investigated.

Transportation Harriton: NP

Administration: NR

New business – More questions raised about different issues: Question raised about EPER recess captains – can priority be given to those who have done it before? Yes – management perogative. Also, people leading workshops during inservice days should be getting paid. Can email be used to notify members about meetings? Get permission from principal. New LMEA email will be discussed next month. D. Pendino encouraged buildings to coordinate some get-togethers once a month to support unity.
